Financing North Dakota Twin Homes, Bi-Levels and Condos: Zero-Lot-Line vs HOA Rules — Roughrider Reason
Updated October 2026
Two attached homes in West Fargo can look identical from the street yet require different mortgage reviews. One may be a fee-simple twin home with a shared-wall agreement; another may be a condominium unit governed by a declaration. A bi-level describes a floor plan, not a legal ownership category. Financing follows the recorded documents, not the listing headline.
Identify what the buyer actually owns
Ask for the legal description, recorded plat and governing documents early. Zero-lot-line construction means a building sits on or near a lot boundary; it does not automatically establish condominium ownership or eliminate association obligations.
| Ownership or design | Underwriting question |
|---|---|
| Fee-simple twin home | Are shared-wall, access and maintenance rights documented? |
| Townhome in an association | What common property and expenses does the association control? |
| Condominium | Does the unit and project satisfy applicable financing requirements? |
| Bi-level house | What is the legal ownership form and appraised marketability? |
For attached properties, examine roof replacement responsibility, exterior insurance, drainage easements and access for repairs. Separate tax parcels do not answer every shared-maintenance question.
Review the association before removing contingencies
An HOA payment affects qualification even when it covers services you would otherwise buy separately. Condominium financing may also require review of project insurance, reserves, delinquent dues, litigation, structural concerns and special assessments. Review requirements vary by loan and project; not every condominium receives the same review.
Request the budget, recent financial statements, insurance information and meeting minutes. A low monthly fee can coexist with an expensive planned roof replacement. Distinguish association special assessments from municipal infrastructure assessments, which can affect properties in Fargo, West Fargo, Horace, Bismarck and Minot regardless of condominium status.
For FHA financing, investigate the applicable condominium approval pathway and loan limit through HUD FHA Mortgage Limits. For conventional financing, the 2026 baseline conforming limit is $832,750 across all North Dakota counties, but loan size does not establish project eligibility.
Compare payments on equal terms
Use the monthly-payment calculator and add dues, assessments and the correct insurance arrangement. A condominium master policy may not replace the unit owner’s required coverage or personal-property protection.
The Consumer Financial Protection Bureau offers tools for comparing mortgage costs. Request property-specific pricing through free quote only after identifying the ownership structure. That lets the lender evaluate the actual collateral instead of pricing a detached house that turns out to be a condominium.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
