Updated October 2026

Moving from a starter house in Minot to a larger home in Bismarck, or relocating to Fargo for a new job, does not automatically rule out state mortgage programs. NDHFA North Dakota Roots serves eligible buyers who are not first-time purchasers, including relocating workers. The practical question is whether the household, property and proposed financing meet current program requirements.

Match the program to your move

Start with a participating lender and the North Dakota Housing Finance Agency, rather than assuming every NDHFA product has the same eligibility rules.

DCA provides approximately 3% in downpayment and closing-cost assistance credits. Start provides 3% zero-interest deferred assistance. Do not assume either automatically attaches to Roots or that the two can be combined. Request the applicable repayment terms and assistance calculation in writing.

Coordinate employment, sale proceeds and closing

A job offer alone may not establish qualifying income. Provide the offer, compensation structure, start date and any available pay statements. Variable compensation needs additional review. If your current house has not sold, its mortgage payment may affect qualification even when substantial equity is expected.

Ask the lender to compare three scenarios: selling first, closing both transactions together, and buying before selling. Identify which funds are available for earnest money, the down payment and reserves before relying on sale proceeds.

The 2026 baseline conforming limit is $832,750 throughout all 53 North Dakota counties, but that is not an NDHFA eligibility or purchase-price ceiling. Review FHFA Loan Limits separately from program requirements.

Budget for the destination address

North Dakota has no state real estate transfer tax, but title services, recording charges, prepaid insurance and escrow funding still affect cash to close. Use the closing-cost estimator to organize those expenses.

Check outstanding special assessments in Fargo, West Fargo, Horace, Bismarck and Minot. A newer subdivision can carry infrastructure charges that change affordability. Then use the monthly-payment calculator with address-specific taxes, insurance and any association dues, rather than comparing homes by principal and interest alone.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
