Red River Valley Flood Zones, FM Area Diversion LOMAs and Flood Insurance Escrows — Roughrider Reason
Updated October 2026
A Fargo-area listing described as protected by diversion should still receive an address-specific flood review. Construction progress, local expectations and a seller’s insurance history do not replace the effective flood map and lender determination. For buyers in the Red River Valley, the key documents concern the individual structure, not simply the neighborhood’s reputation for staying dry.
Understand what a map change establishes
A lender obtains a flood determination during mortgage processing. For a building securing a loan subject to federal mandatory-purchase rules, placement in a Special Flood Hazard Area can trigger required flood insurance. Lenders can also impose insurance requirements beyond that minimum.
A Letter of Map Amendment, or LOMA, is FEMA’s property-specific determination based on qualifying evidence, often involving natural ground elevation. It is not an automatic benefit delivered to every nearby property when a flood-control project advances. Other map-revision processes may apply to fill or broader changes.
- Obtain any existing determination letter and its attachments.
- Match the legal description and covered structure to the purchase.
- Ask whether the determination remains applicable to the effective map.
- Have the lender evaluate it before assuming insurance can be removed.
FM Area Diversion-related mapping changes require the applicable official process. Never budget around a future map change as though it has already taken effect.
Price coverage and escrow early
Request insurance quotes before the financing contingency expires. Discuss building coverage, deductibles, contents coverage and basement limitations. Standard homeowners insurance generally excludes flood damage, and sump-pump backup coverage addresses a different exposure.
Flood premiums can materially affect qualification and monthly escrow payments. Rules vary by loan and lender, so ask whether premiums must be escrowed and when coverage must begin. The Consumer Financial Protection Bureau explains how insurance and escrow fit into mortgage costs.
Use the monthly-payment calculator with both homeowners and flood premiums. Compare the actual annual quotes, not a nearby owner’s payment.
Keep taxes, assessments and physical risk distinct
Fargo, West Fargo and Horace properties may carry infrastructure special assessments separate from insurance expenses. Request the parcel’s current tax statement and assessment details. Review primary-residence credit procedures through the North Dakota Office of State Tax Commissioner; a tax benefit does not alter flood-zone status.
Finally, pair document review with the winter foundation and appraisal guide. Grading, foundation seepage and frozen sump discharge remain relevant even outside a mapped high-risk flood zone. A favorable lender determination is not a promise that water cannot reach the property.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
